If your child is in primary school, you might have come across something called SwimSafer. Perhaps you received a letter about it, heard it mentioned by another parent, or maybe your child is already enrolled and you’re just trying to figure out where they stand in the program and what their next steps will be. What is the SwimSafer programme?

SwimSafer is Singapore’s national water safety programme. It was launched in 2010 by Sport Singapore in collaboration with the National Water Safety Council. The current version SwimSafer 2.0 was refreshed in 2016 and 2017 to make it more structured and effective

The goal is to teach every child in Singapore how to swim safely and how to respond in emergency situations involving water.

This program is a part of the Physical Education syllabus for all primary schools in Singapore, meaning that the Ministry of Education requires schools to offer it. Typically, schools enroll all their Primary 3 students, and all costs are covered by the Ministry of Education, so parents don’t have to worry about any fees for the school-based lessons.

The 6 Stages of SwimSafer Explained

SwimSafer is structured into six stages. Each stage builds on the skills learned in the previous level. Generally, each stage consists of about 12 hours of lessons.

Here’s a breakdown of what your child will learn at each level:

Stage 1: Introduction to Water Skills

At this level, the focus is on getting comfortable in the water. Children will learn how to safely get in and out of the water, how to float, how to orient themselves, and the basic rules of water safety.

Stage 2: Fundamental Water Skills

This stage focuses on movement. Children learn basic techniques for arm and leg propulsion, how to glide, how to tread water, and how to dive feet first into the water. The goal here is to swim 25 meters continuously.

Stage 3: Personal Water Survival and Stroke Development

Children at this stage work on stamina and survival skills, including how to put on a flotation device while in the water and swim with it. They also learn basic rescue techniques. The target is to swim 50 meters nonstop.

Stage 4: Bronze Stroke Improvement and Rescue Skills

This stage introduces proper techniques for freestyle, backstroke, and breaststroke. Kids also learn how to perform throw rescue techniques, with a goal of swimming 100 meters using different strokes.

Stage 5: Silver Intermediate Stroke Refinement

Here, children refine their swimming strokes even further and gain knowledge about deep-water survival. They begin to learn diving fundamentals and practice simulated emergency scenarios. The target distance in this stage is 200 meters, and there’s a time limit involved.

Stage 6: Gold Advanced Survival and Swim Proficiency

This is the highest level in the program. Students must swim 400 meters efficiently using various strokes. They also learn advanced survival techniques, including how to use clothing as flotation devices and how to use life jackets properly in the water. 

Upon completing each stage, children receive a certificate and a badge to acknowledge their achievements.

How Does Enrolment Work?

There are two main ways kids can join the program:

Through the school MOE programme

Most primary school students will experience SwimSafer as part of their school’s PE curriculum. The school takes care of registration, and lessons happen at ActiveSG pools or school pools. As a parent, your only responsibility is to ensure your child is ready and prepared for their lessons.

Private enrolment outside school

If your child wants to advance faster, prepare for school assessments, or continue learning beyond what school offers, you can consider enrolling them privately with a SwimSafer accredited instructor or swim school. Starting in July 2025, private assessments will be handled by the Centralised Assessment Management System (CAMS), run by Singapore Aquatics. These assessments will take place at five specific ActiveSG pools on designated dates. To book a test, either you or your child’s swim school will need to create an account on the CAMS platform and register with an accredited coach.

The recommended minimum age is 6 years old. Swimwerks also offers pre programme classes for younger children from age 4 to help them get comfortable in the water before they join SwimSafer.
